Eek-- first read that as "the chip is getting hot" -- which would be the case if the chip were backwards.

Well, that all sounds good. The only other thing that I can think to check right now is that pin 10 has a good connection to ground.

pin 1 4.48

pin1 to ground 0 ohms measured using both the (-)battery terminal as well as the grnd(pin 4?) of the programming header as the ground connect..
