The LED Micro-Readerboard technical data, source code, diagrams, and so forth are all listed or linked to from the Micro-Readerboard FAQ file. It's an open-source project. All of the datasheets and programming are right there for you to download.

If you're looking for how to get started with AVR microcontrollers, that's a very separate question, and there are links from that FAQ to appropriate resources.
