Just finished my menorah last night. Here's a quick tip: remember to tin the ends of the LEDs, It makes soldering them a touch easier.

I actually socketed the IC for fear of burning it up. Using a socket really makes soldering the LEDs more challenging because you have the plastic lip of the socket to contend with, and not all the area of the IC pin's outside metal face.
