I have mount 20 panel 19 working and one on wich half of the 4 bank stay off. I have jumped leds with wire from R410 to D410 and D415 and D410 to D416, D412, D418 all the way to -Vcc and D415 to D417, etc. all the way to Vcc and so on following the diagram on the schematics on page four.

I also change the R410, and they stay off the other half of the bank react to photosensor.

What do you think about it.

Sounds like you may have a bad connection between U401 and R410; you might try adding a jumper wire there to test that connection.

There aren't that many places that the problem could be.

Carefully inspect the soldering at those locations.

Carefully check for any scratches on the circuit board that might be failing to make a connection.

Carefully check the orientation of each of the LEDs-- make sure that the flat sides are facing the right way.

If that's all okay, then it's possible that one of the LEDs has been damaged by strain or soldering. To test, try touching a spare LED on the back side of the panel, touching in parallel with each LED in that chain.

If you have access to a voltmeter, you can also use this to see which LED has too large of voltage across it.
