The controller can source up to 40 mA on each pin, up to a maximum of 200 mA for the overall chip. If using the standard program, four or fewer LEDs are on at all times, so you can go ahead and draw the full 40 mA. That can be used for two LEDs in parallel-- each with its own resistor --or, if you increase the system voltage to 5 V (the maximum allowed), you can run two LEDs in series, by two in parallel, for a total of four LEDs per output.
