Let's say that I wanted the LED's and IR sensors to not be on the board, but on another surface of my choosing. Is there any reason why I can't just solder some cable onto the board at the LED and IR sensor locations, and have some calbe going a couple of feet to a different panel where I want to locate my LED's and sensors? Thanks

Nope, no reason you can't do that. Many people have.
